Established on March 23, 2006.

Scope of activities:

- Drafting state policies, concepts, doctrines, laws and other regulatory acts and administrative decisions;

- Research in the field of economics, finance, and transport. Development of the methods to solve the most urgent problems;

- Development of practical recommendations for the politicians and top managers;

- Organization and carrying out independent public evaluation of the projects and decisions.
