The cultural wealth problem is not considered in Russian legislation today. There is no normative definition, as well as the question of its preservation, defence and usage for national goals.

Spiritual values play an important role in unity and originality of the Russian state. Besides, it is the major aspect of the country's vital capacity, the key to patriotism, morality and humanism upbringing.
