Governance and Problem Analysis Center has produced “Expediency, possibility and content of the reform of civil firearms traffic”. The purpose of this study is to propose and justify possible legal, institutional and organizational reforms of civil firearms in the Russian Federation in accordance with the selected value-oriented, balanced for all subjects of legitimate interests criteria of possible solutions.

By the criteria of value there were considered personal security, psychological comfort of citizens, low crime level, legal activity of arms business, balance between personal security and public safety, social and political stability in society. To achieve the research goal it was necessary to solve the following problems:

1. Study and classification of civilian arms, citizens’ need in firearms, types of firearms traffic, means and content of state (legal) regulation in this sphere.
2. Investigation of the actual situation in Russia regarding the extent of civilian firearms (with submission of trade deals and factual availability weapons), its availability in public circulation, regional particularities including national traditions and mentality.
3. Investigation of crime statistics with use of weapons and other crimes in Russia, other countries, including historical, comparative, and correlation and regression relationships, especially synchronously with changes in regime of firearms traffic, illegal arms traffic growth and openness of illegal market.
4. Investigation of relationship of crime (with use of firearms) with psychological, national peculiarities, traditions and other features of social environment.
5. Criteria refinement of public (in balanced triad of private, public and commercial interests) benefit in regulation of civilian firearms traffic.
6. Study of judicial practice, foreign experience, legal regulation of use limitations of necessary armed self-defense and careless handling of weapons.
7. Study of the state of Russian society applied to the subject of civilian firearms.
8. Development of the reform version of civil firearms in the Russian Federation (legal, organizational and management solutions).
