Development of the concept for economic policy and economic doctrine of Russia
The market reforms of the 1990s, aimed at economic development, population welfare growth and strengthening the state power, haven’t succeeded. To a greater extent, this result depended on the absence of the integral program, combining criteria and mechanisms of current administration with both, medium-tern and long-term planning, and high value orientation. “Economic doctrine of Russia”, completed by Governance and Problem Analysis Center, is such a program, proposing a fundamental state-administrative platform for modernization of the economy and economic policy of Russia.

Development of the concept for state policy on demographic crisis
The search of a way out of demographic crisis is considered by the authorities as one of the main priorities of the state policy. However, declared administrative decisions don’t insure in the existence of detailed and deeply worked analysis which could reveal main factors influencing depopulation of the Russian nation. Therefore, community of scientific experts faced a moral task – to show intellectual initiative and develop the variants of scientifically and system based project of demographic policy in Russia. One of these variants was proposed by Governance and Problem Analysis Center.

Development of the concept for state policy on corruption and shadow economy
According to Russian National Security Concept, corruption is considered as one of threats to national security, while consolidation of anti-corruption efforts facilitates its strengthening. Many attempts to reduce corruption level have been made by now in Russia. The majority of the international conventions against corruption have been ratified, many anti-corruption projected and programs have been developed at both federal and regional levels. However, the level of corruption in Russia hasn’t been reduced yet. On the contrary, it is still increasing.

Development of the concept for transport policy of Russia
Today Russia possesses all modern types of transport. The structure and allocation of transport communications correspond to the general internal and external requirements. Transport complex is a system-forming factor of the economy, the base for industrial development of the territories. The contribution of transport to GDP amounted to 7% in 2005. However, it should be acknowledged that transport machine-building complex requires reconstruction.

The declared innovation-oriented economic policy is facing numerous problems of implementation. There is no an appropriate normative-legal base for its realization as well as clear perception of innovative development. Unsystematic approach to science and education management resulted in personnel and technical problems. Numerous reorganizations of the state apparatus caused outflow of public officials capable to solve real problems of public sector. Our Center has set a goal to develop a complex of measures for creating effective innovative environment in Russia.

Draft bill “On interaction of the state and local authorities with religious organizations”
The Federal Law "On the Freedom of Conscience and On Religious Organizations" adopted in 1997 guaranties for every citizen freedom of religion, thus regulating relationships of the certain individuals and religious organizations, but leaving the gap in the sphere of interaction between religious organizations and the state. The Center has developed a draft bill "On interaction of state and local authorities with religious organizations". The main goal of the draft bill is regulation of interaction of state and local authorities with religious organizations for maximal implementation of social functions of Russian religions.

Many attempts have been made in Russian legislation to solve the problem of discrimination on the grounds of national origin and religion. However, the concept of “discrimination” hasn’t been clearly defined as well as the list of activities to be interpreted as evidence of discrimination. Therefore, the mechanisms to prove and avoid the appearance of discrimination in current Russia haven’t been set. Such approach to this actual problem can’t stimulate development of measures to prevent discrimination and guarantee maintaining the rights and freedoms of citizens. The draft bill “On prevention of national, religious, racial, language and sex discrimination” develops a constitutional norm on the equality of rights and freedoms of man and citizen (Chapter 2, article 19, The Constitution of the Russian Federation). It is the first step towards formation of the effective normative-legal base to prevent discrimination.
