Economic doctrine of Russia
 The market reforms of the 1990s, aimed at economic development, population welfare growth and strengthening the state power, haven’t succeeded. To a greater extent, this result depended on the absence of the integral program, combining criteria and mechanisms of current administration with both, medium-tern and long-term planning, and high value orientation. “Economic doctrine of Russia”, completed by Governance and Problem Analysis Center, is such a program, proposing a fundamental state-administrative platform for modernization of the economy and economic policy in Russia.The unique five-volume monograph «The state economic policy and economic doctrine of Russia. Towards intelligent and moral economics» represents a multivariate analysis of the current state of the Russian economy, the main trends of its development in global economic context, considering civilization-value specifics. The five-volume edition is an interdisciplinary research combining methods of fundamental (philosophy, history, law, physics, and mathematics) practical (economics, political science, sociology, psychology, demography, ecology, management) and sectoral sciences, and specially developed methods of governmental and administrative design practices. The use of specially developed methods of analysis, verification of the results and prognosis of the consequences of provided state-administrative solutions highlights the significance of the research. The main result of the monograph is a program of administrative solutions, which are suitable for implementation.
The key principles proclaimed in the practical part of the monograph included the idea of transition from the institutional to moral targeting in governance, the concept of “social humanism”, combining economic and social policies, the principle of three-period planning.
“Economic doctrine of RF” is a document of new type, determining the administrative content of the state policy - including the strategic perspective. Doctrines in other areas of public administration can be constructed basing on its model.
