Abstract:

Planning of socio-political and economic development is on the agenda today. Constantly complicating world processes are to be regulated. This is the barest necessity in the light of contemporary situation. The problem can be solved only by methods of interdisciplinary approach. One of them is represented in this article. The author undertakes an attempt to apply the spectral analysis methodology to social processes research. The investigation shows that transformation of socio-political life factors can condition future parameters of social system. The notion of political spectrum is introduced for scientific use.

Sulakshin S.S. Express-analysis of the world and Russian economic-financial crisis.
Issue 12. M.: Nauchnyi Expert, 2009. – 40 p.
Abstract
In 2008 unstable crisis processes started developing in the world and Russian financial and economic system, comparable in scale to the hardest crises in the world and Russian history. The scale of the crisis processes and phenomena may lead to a considerable damage not only in the material sphere of production and consumption, but in the sphere of socio-political stability as well; in particular, there is a probability of events that will change the financial, economic and political systems configurations both in Russia and in the world. The scale of crisis processes and phenomena in Russia gives reasons to speak about a national security threat in the area of stability of the financial-economic system, the political system and country statehood.
The express-analysis was carried out with the goal of determining causes, scenario (forecast) of the crisis development, estimation of the anti-crisis management measures being currently implemented, possibly, additional administrative recommendations.

Economic Policy Ideology. Monograph. — Ě.: Nauchnyi expert, 2009. — 256 p.

Abstract

The present study summarizes the results of an interdisciplinary research which defined the outline of a new nationally minded ideology of Russia’s economic policy. By introducing the category of “value” in the economic discourse, the authors formulate a methodologically new approach to analyzing economic phenomena and the government economic policy. A new ideology is formed in the context of the world philosophical and economic thought. The study extensively analyzes theory and practice of liberal and neoliberal concepts, paying particular attention to the monetarist trend in the economic theory. The idea of the market’s self-regulatory ability being absolute is demonstrated to be an ideological myth. Evaluating criteria and international ratings for national economies’ economic development are proved to be non-universal and biased. The study examines the Russian reforms of the 1990s in the context of world economic trends and the reforming experience in transition economies. Functions of a modern state in managing economic processes are defined. Proposed ideas are confirmed by a wide range of historical examples and statistics.

V.I. Yakunin Problems of Modern Development: the Need for Dialogue
Lecture given at the Philosophical Depratment, St Petersburg State University

    Abstract

What is the dialogue of civilizations? What is a civilization? There is no iniversally recognized definintion of these terms.A dialogue situation arises when the interaction of various institutions is disrupted or when it is necessary to support sustained rational and universal development. In out opinion this applies to the current world condition. Today prospects of world development can be determined only through a dialogue among representatives of different civilization identities.

V.I. Yakunin Theory and Pracitce of Dialogue of Civilizations in Present-Day International Relations

    Abstract

Modern international law contains no definition of civilizations; civilizations have not gained official recognition. However, today, in the age of globalization the public movement for recognition of the right of peoples and individuals to express their civilizational identities is becoming more and more notable, and neglectibg it might be dangerous. The dialogue of civilizations must have a clearly defined actor. The world civil society might be such an actor.

V.I. Yakunin  Ancient Civilizations, New  Beginning, Dialogue of Change

     Abstract

The paper is concerned with the concept of civilization, with civilizational identity and civilizational expansionism,  with war and dialogue   of civilizations. The history of the term "cvivlization", its usage and meaning in different contexts are discussed. The author picks up the   metaphor of civilization as a living organism. He proposes to speak about civilization as living nature that has been socialized and endowed with reason. He proposes the concept of a civilization-value-based genetic codes, which determine not only the cultural differences between peoples, but  the fundamental features of life of human communities evolved over the millenia. Together with civilizational social genetic code, which is an organic phenomenon, there comes civilizational identity, which is an ideological and psychological one. The question of civilizational identity, in its turn, raises the question of a possible clash of such identities. The author notes that the concept of "wars of civilizations" is deeply rooted in ancient mythological prototypes. He concludes that the present day civilizational expansionism (expansionist globalization) of the West is, in fact, driven by the ancient civilizational instincts, which in the modern world can be replaced with something more harmonious. One should move from instincts to reason, from the war of civilization to their coexistence and dialogue.

V. I. Yakunin National ideology and Russia’s national idea: constitutional-value approach

      Abstract

Even now we doubt that anyone could verbalize the national idea of modern Russia. Why don’t we have any national idea or why is it difficult to form it? As strange as it may seem, it is forbidden by the Russian Constitution. Full text>>

      S. S. Sulakshin Political process as a determinant of our lives

      Abstract

The work is devoted to the study of political process in its widest possible interpretation. We introduce the concept of political spectrum which allows us some strictly measurable quantitative characterizations of political process. We have built and analyzed the annual political spectra for Russia from 1990 to the first half of 2006. A fundamental conclusion of the work is that there exists an optimal range of political spectrum which provides the maximal positive indices of the political process from the point of view of common values of social development.       V.I. Yakunin Globalization and the dialog of civilizations

        Abstract

The research task in studying globalization could consist in differentiating united and structurally mixed under this title phenomena. In fact, there are two paradigms of globalization. One can consider globalization as formation of common communication (technocratic) space (communicational globalization).  On the other hand modern globalization appears often as an aggression of one civilization against other civilizational organisms (expansional globalization). One needs a dialog of civilizations in order to overcome these conflicts of globalization. Full text >>

V. E. Bagdasaryan “Demographic Transition” or “Demographic Variability”: Pro et Contra.

            Abstract

The theory of “demographic transition” argues that the trend of global natural reproduction is pre-determined by the higher life expectancy and decreasing fertility It is asserted that all peoples will inevitably go through demographic modernization from “traditional” to “modern” type of reproduction.
Applying the methodology of the civilizational approach to the synthesis with a factor analysis gives us grounds for revising the provisions about predetermination of demographic processes formulated in the context of this theory, and thus we can adduce the concept of a principal ability of controlling these processes. Pessimistic universalism of “demographic transition” is set against the theory of “demographic variability”, which justifies active positive correction of demographic processes. Variability is defined as a multiplicity of development ways in the national (civilizational) framework.  Full text>>
