The current state political system was formed out of the postsoviet system by the late-soviet nomenclature using Western "manuals".
The State governance system was established during several wars - World War I, Civil War, World War II. The organization itself was tough - called totalitarianism. Intellectual, economic and political elite and people were bound by bureaucratic and party organization.
The administrative refom was carried out in the way that the chain was torn in several places. That's why today the whole governance system is not centralised and efficient - it looks more like "conglomeration".
